The resource is locked (WebDAV, RFC 4918).
In ASP.NET Core: Occasionally used for resources locked by another user.
The StatusCodes constant, HttpStatusCode enum name, reason phrase, class, and how EnsureSuccessStatusCode() and the standard resilience handler treat 423.
